A look back at the Presidents Executive Order ‘Regulatory Relief to Promote Domestic Production of Critical Medicines’

In May 2025, the White House issued an Executive Orders that may have informed the FDA’s new Commissioner’s National Priority Voucher (CNPV) programme.

The order specifically pushed the FDA to:

• maximize the timeliness and predictability of agency review
• streamline and accelerate the development of domestic manufacturing
• remove unnecessary regulations slowing down U.S. manufacturing

The review shall encompass all regulations/guidance that apply to:

• inspection and approval of new and expanded manufacturing capacity
• emerging manufacturing technologies
• active pharmaceutical ingredients, key starting materials, and associated raw materials in the U.S

Overall, the FDA is increasingly its focus in supporting domestic manufacturing, strengthening supply chains, and reinforcing national priorities.
